To exercise control over the administration of the Federation and
staff.

To convene the meetings of the Board, Executive Committee, other
Committees and Sub-Committees constituted under the bye-laws, to record the
proceedings of such meetings in the respective minute books duly signed by the
Chairman and to communicate them to concerned members.

To attend all the correspondence of the Federation.

To manage the funds of the Federation and cause proper accounts to be
maintained and audited.

To look after the collection and safety of the funds of the Federation.

To execute the policies
and programmes of the Federation and take such action as is necessary to give
effect to the resolutions of the General Body, the Board, Executive Committee,
other Committees and Sub-Committees.

To be the officer of the Federation to sue or to be sued on behalf of
the Federation.

To determine powers, duties and responsibilities of all the employees
of the Federation.

To delegate all or any of the powers, authorities and discretions
vested in him to an employee of the Federation subject to the ultimate control
and authority being retained by him and in consultation with the Chairman.

To exercise such of the powers as are delegated to him by the Chairman,
to carry out such other duties and functions as may be assigned to him from
time to time by the Board or the Executive Committee.

To sanction expenditure in individual cases upto the limits authorised
by the Executive Committee.

To admit State/District Central Cooperative Banks and Urban banks and
their branches to All India Mutual Arrangement Scheme and decide their
placement in the groups for the purpose of issue of demand draft, mail
transfer, etc.

To depute the staff members for
participation in the regional, state, national and international conferences,
seminars, workshops, study tours, training courses held in India.
