The Chairman shall exercise general control and supervision over the affairs of  the Federation and the work of its officers.

The Chairman shall have the following powers delegated to him by the Board:

a)      To exercise  powers of general supervision over the affairs of the Federation.

b)      To preside over the meetings of the Annual General Body, Special General Meeting, Board and Executive Committee and other Committees or Sub-Committees of which he is a member.

c)      To sanction expenditure in individual cases upto the limit as authorized by the Executive Committee.

d)      To select and make appointments to all other posts in the Federation except the Chief Executive and managerial posts.

e)      To depute the Chief Executive or select any one or more officers of the Federation for participation in the regional, state, national and international conferences, seminars, workshops, study  tours, training courses held in India and outside  India. However, prior approval shall be obtained  from the  Executive  Committee for deputing  Chief  Executive  outside the country 

f)        To authorize the officers of the Federation to operate the accounts with the banks.

g)      To exercise the powers delegated to him by the Board/Executive Committee.
